A dynamic contracts and supply chain management executive with over 20 years of experience, Julia serves as Chief Contracts Officer at Astrion. Previously, as Vice President of Contracts & Procurement at Abt Global, LLC, she managed a global team overseeing a $650M spend portfolio across various federal and international customers.
Prior to Abt, as Vice President of Global Supply Chain at Booz Allen Hamilton, she led a 240-person department with a $40M budget and managed a $3.5B spend portfolio. Her career includes executive positions at ICF International and TASC, where she consistently demonstrated excellence in transforming organizations, optimizing processes, and developing high-performing teams.
Julia holds a J.D. in Corporate Law, an International MBA from the University of South Carolina, and a Graduate Certificate in Procurement & Contracts Management from the University of Virginia. She is passionate about promoting diversity, equity, and inclusion within corporate environments while driving business objectives and maximizing organizational effectiveness.
With deep expertise in government contracting, regulatory compliance, and strategic planning, Julia has successfully led multiple organizations through Contractor Procurement System Reviews (CPSR) and major organizational transformations. She has extensive experience working with federal agencies, including the Department of Education, USAID, and the Department of State.
